Constructor.

Contains the settings found in StatusCheck.json.

	LastFailures	A collection maintaining the status of each URL.
	SETTINGSFILE	The name of the JSON file containing settings for the StatusCheck console application.

	Equals	Determines whether the specified object is equal to the current object.
	Finalize	Allows an object to try to free resources and perform other cleanup operations before it is reclaimed by garbage collection.
